Kai-Man Tsang's Thesis

Chapter 1  of Kai-Man Tsang's 1984 Princeton PhD thesis contains some of Selberg's remarkable but unpublished work on the value distribution of the Riemann zeta-function. Chapter 2 contains Tsang's work on extreme values of S(t). This work has appeared in "Some $\Omega$-theorems for the Riemann zeta-function,"  Acta Arith. 46 (1986), no. 4, 369--395. Later Tsang strengthened some of these results in  "An improved Omega_+  theorem for $S_1(t)," Quart. J. Math. Oxford Ser. (2) 42 (1991), no. 168, 501--513, and "The large values of the Riemann zeta-function," Mathematika 40 (1993), no. 2, 203--214.
